Born in London. Assistant librarian of the House of Commons, 1831; examiner of petitions for Parliament, 1847-1856; clerk of the House of Commons, 1871-1886; and president of the Statute Law Revision Committee, 1866-1884. Appointed privy councillor, 1885, and created Baron Farnborough, 1886.
